ATLAS FAQ

I have started an ATLAS FAQ at:
   http://www.cs.utk.edu/~rwhaley/ATLAS/faq.html
Don't worry about missing links; it is intended to be moved to netlib,
where they'll all work.  I hope to put an initial version of it on
netlib tomorrow.  If you have suggestions for additions, give 'em to me.
Please note that questions with provided answers are the prefered form;
"question X is not explained well" is not as highly prized as "I'd do
question X like this:" :)
