atlas V3.1.5D

Allright,

We have a new developer release.  Changes include:
   * pthreads support for level 3 blas
   * improved SSE and 3DNow! support
   * Updated user kernel process
   * Updated doc/atlas_contrib.ps
     - new index file scheme
     - rough analysis of importance of cleanup
   * Bug fixes from 3.1.4
